Shoney Qualls' Platform
In District 27, our homes are more than property - they are our legacy.
Today, that legacy is under attack. Skyrocketing insurance premiums, rising property taxes, and out-of-state interests pushing unwanted turnpikes are pricing Oklahoma families out of the communities they built.
I’m running for State Representative to stand between our families and the overreaching interests that see our land as a profit margin instead of a home. It’s time to put power back where it belongs: in the hands of the people who actually live here.
My name is Shoney Qualls. I’m a fifth-generation Oklahoman, and I spent years defending our freedoms as a United States Marine. Now, I’m running for the Oklahoma State House to defend those same freedoms right here at home. I am honored to earn your vote to serve you.
Make Living in Oklahoma Affordable for Families & Employers
-
Fight skyrocketing property taxes and insurance costs that are driving families out of homes and small businesses into ruin.
-
Oppose policies that punish homeowners, farmers, and job creators.
-
Push cost-of-living relief so workers can stay, businesses can grow, and communities remain stable.
Put Oklahomans First, Not Special Interests
-
Stand between families and special interests that treat Oklahoma as a profit margin instead of a home.
-
Demand transparency, accountability, and constitutional governance in state decision-making.
-
Govern with the discipline, courage, and service mindset learned in the U.S. Marine Corps.
Protect Oklahomans' Land & Property Rights
-
Defend private property from eminent domain abuse and top-down planning schemes hatched and finalized behind closed doors.
-
Invest in constitutional core services of government, instead of speculative investments or tax breaks for corporate interests that drive up costs, strain our resources, and tear up families' generational roots from communities.
-
Make the voice of local community residents matter again.
About Shoney Qualls
Shoney Qualls was born at Portsmouth Naval Hospital, Virginia, while his father served in the Navy during the Vietnam War. His parents, both born and raised in Oklahoma, returned the family to Durant in 1969. Raised in Durant, Shoney graduated from Durant High School as Senior Class President and began college courses at Southeastern Oklahoma State University while still in high school. He earned a Bachelor’s degree from the University of Oklahoma in 1990 through scholarships and work, while participating in Naval ROTC, upon which he was commissioned a Second Lieutenant in the United States Marine Corps.
From 1990–1996 he served as a Marine artillery officer, deploying with the 22nd Marine Expeditionary Unit (Special Operations Capable) to Africa, the Middle East, Israel, and Bosnia. He earned the Navy Achievement Medal and, after promotion to Captain, served as a Gunnery Instructor at Fort Sill, receiving the Army Commendation Medal.

After active duty, he built a 26-year career in the pharmaceutical and medical-device industry with Abbott Laboratories, Johnson & Johnson’s Ethicon division, Intuitive Surgical (where his team pioneered robotic-assisted surgery in Oklahoma), and several medical start-ups, helping thousands of patients through advanced treatments for epilepsy, cancer, and other conditions.
In 2022, following his father’s passing, he stepped away to run the family’s 52-year-old HVAC and electrical contracting business, Central Electric, Inc., in Durant, preserving jobs for all employees until successfully selling the company in 2024.
He and his wife Kimberly (Massey) Qualls have been married 34 years (wed May 25, 1991, at Oakcrest Church of Christ, Oklahoma City) and have resided for the last several years in House District 27. They have two children and one granddaughter. The family is active at Lakeview Church of Christ in Bethel Acres, where they lead weekly community meals for neighbors in need and organize coat and food drives.
A longtime conservative activist, he co-founded Oklahoma’s first statewide Republican Men’s Club convention in the early 2000s alongside Oklahoma County Commissioner Brian Maughan to unite grassroots conservative leaders.
